  • Movement in the Strait of Hormuz remains restricted. US-Iran peace talks are currently stalled as neither party agrees to terms for ending the conflict. While the IRGC expansion of its operational area in the Strait of Hormuz reinforces existing shipping restrictions, PSA Intelligence anticipates no significant change to shipping volumes, which remain at baseline lows. 
  • International maritime security operations in the Middle East are being reviewed by officials from Lithuania, Japan, and South Korea to ensure safe passage for commercial shipping. Concurrently, US President Donald Trump arrived in Beijing on May 13, 2026, for a state visit where international observers are expecting some discussions on the Middle East Conflict to transpire along with economic and trade agendas. 
  • Philippine fuel reserves currently are at manageable levels. No new fuel import orders have been announced to date. Meanwhile, PSA Intelligence continues to observe a preference from the government to implement subsidy programs over tax cuts on diesel and gasoline due to limited fiscal space.
  • The "Unified Package for Livelihoods, Industry, Food, and Transport (UPLIFT) Bill" will be proposed as a priority administration measure during the Legislative-Executive Development Advisory Council (LEDAC) meeting on May 19, 2026. The bill seeks to fast-track funding for aid programs to mitigate the impact of the energy emergency on affected sectors.
