In April 2026, PSA Intelligence recorded two (2) kidnapping incidents involving two (2) victims of Chinese and Indian-Filipino nationalities. One incident involved a ransom demand worth PHP 10 million (USD 162,728.63).
PSA Intelligence recorded two (2) kidnapping-related incidents involving two (2) victims in April 2026. One incident during the period was perpetrated by kidnap-for-ransom (KFR) suspects and involved or demanded ransom payments worth PHP 10 million (USD 162,728.63), while the remaining incident also involved robbery of CNY 100,000 or PHP 903,682.40 (USD 14,722.99) from the victim’s bank accounts.
Both kidnap victims reported during the period were foreign victims of Chinese and Indian-Filipino nationalities. PSA Intelligence did not record any kidnapping incidents targeting a Western national this month. The recorded incidents occurred in Parañaque City and Bulacan province.
Notable incidents for April 2026 include the abduction of a Chinese woman by fellow Chinese suspects, one of whom the victim reportedly met online. PSA Intelligence analysts note that the victim had only been in the Philippines for a short period prior to the abduction, suggesting the possibility that the suspects lured her to the country specifically with criminal intent. Kidnapping incidents involving both ethnic Chinese suspects and victims persist albeit to a lower extent after the abolition of the offshore gaming sector in the country, to which most of these incidents were attributed.
Another incident involved the abduction of an Indian-Filipino businessman for ransom by a kidnap-for-ransom syndicate whose members included former police officers dismissed from the service. Available information suggests that the suspects monitored the victim’s routine and planned the abduction in advance. PSA Intelligence notes that kidnap-for-ransom remains a low but persistent risk in the Philippines, and it is important for individuals and organizations to understand their general level of exposure to this risk and employ appropriate mitigation measures.
Analysts recorded one successful rescue operation by law enforcement in April 2026. The victim was held captive for one day prior to their rescue. No recorded abductions in April 2026 resulted in the demise of victims.
