In April 2026, PSA Intelligence recorded 15 violent incidents involving the New People's Army (NPA). There were 13 armed encounters and two assassination attacks during the month.
PSA Intelligence recorded 15 New People’s Army (NPA) violent incidents in April 2026, the majority of which involved armed encounters between government troops and rebels in Western Visayas, particularly in Negros Occidental. The figure represents an increase from the 11 incidents recorded last month.
The increase is attributed primarily to ongoing military operations targeting NPA rebels. Most encounters occurred when government forces encountered rebel units during the conduct of patrol operations. The support of the local community has also been instrumental, as local residents provide information on the presence and movements of armed rebels.
Furthermore, the armed clashes recorded this month were largely reactive, arising from government responses to reports of NPA activity, including extortion of money and supplies from local communities. While the rise in recorded incidents reflects heightened operational activity, it does not necessarily indicate a strengthening of NPA operational capability as the group remains constrained by limited manpower, scarce resources, and weakened leadership.
Meanwhile, government authorities are currently investigating the armed encounter in Toboso, Negros Occidental that resulted in the deaths of 19 alleged rebels. To date, the identities of the 19 casualties are being disputed: the military officials state that all were armed rebels while other groups claim that nine of the deaths were civilians. PSA Intelligence notes that this incident highlights the potential security risks of traveling in areas with elevated NPA insurgent activity.
