Optimism remains for a domestic fuel price rollback on April 21, contingent on favorable crude oil prices. New policy considerations include activating the ASEAN Petroleum Security Agreement and increasing mandatory fuel reserves.
Fuel Supply in the Philippines
PSA Intelligence observed a significant reduction of 700 million liters in the Philippines’ fuel reserves from April 3 to 10, 2026, bringing current reserves down to 2.4 billion liters from an initial total of 3.7 billion liters. This reduction only relates to the country’s current fuel reserves and corresponds to a portion of the country’s total domestic fuel supply. Given the reduction, there is now a shorter lead time to replenish current reserves. The Philippine government has not publicly reported any new fuel orders as of writing.
The Department of Energy (DOE) expects a total of 1.3 billion liters of fuel to arrive from orders made in the previous weeks. These deliveries will likely return current fuel reserves to the levels recorded on April 3, assuming that no other fuel releases from the reserves will be made from today until May 1.
