Following the declaration of a national energy emergency on March 24, 2026, the Philippines has been gradually increasing its fuel reserves, which now has an average lead time of 50 days. PSA Intelligence emphasizes that these lead times refer to the number of days before replenishments in its fuel reserves can be secured, and not the total number of days before the entire country’s supply of fuel is depleted. As of writing, the Philippine government will more likely be challenged with managing fuel prices than with managing fuel reserves supply. High importation costs, compounded by a weakening Philippine peso against the US Dollar, are prompting public utility vehicles (PUVs) to reduce trips, increase fares, and call for government subsidies, some of which through strikes. Measures such as the MMDA’s carpool guidelines and the “free ride” program in the City of Manila have been proposed to address the gaps in transportation availability. Alongside major fuel supply and transportation adjustments, other developments are emerging, from suspended price hikes for basic goods and fuel theft, to a regional task force established in the Bangsamoro region for fuel concerns.
