Kidnapping-Related Incidents – January 2026
In January 2026, PSA Intelligence recorded four (4) kidnapping incidents.
PSA Consultancy recorded four (4) kidnapping-related incidents involving four (4) victims in January 2026. Two incidents during the period were perpetrated by kidnap-for-ransom (KFR) suspects and involved or demanded ransom payments worth PHP 85.64 million (USD 1.87 million).
Of the four (4) kidnap victims reported during the period, one (1) was a foreign victim of Chinese-Mexican nationality. PSA recorded zero kidnapping incidents targeting a Western national this month. Based on the recorded incidents, two incidents occurred in Metro Manila (Pasay and Manila cities), while the other incidents took place in the provinces of Nueva Ecija and Maguindanao del Sur.
One of the incidents recorded in January 2026 involved Chinese suspects illegally detaining a Chinese-Mexican national for ransom in Pasay City. Abductions and illegal detention incidents involving ethnic Chinese suspects and victims have persisted at a low level throughout 2025 amidst the ban on offshore gaming (POGO). At present, this trend is not expected to significantly change in 2026, especially as rogue POGO operations continue nationwide, albeit as smaller cells. The likelihood of these abductions spilling over to other nationalities or individuals with no links to the POGO industry remain low.
Meanwhile, two abductions involved confirmed former or rogue members of law enforcement. Analysts note that there have been historical instances of rogue military or police officers, both in active duty and discharged, being involved in criminal activity such as kidnapping in the Philippines. These incidents may be criminal or political in motivation. The involvement of law enforcement in local kidnapping incidents has decreased in recent years compared to its height in the 1990s and early 2000s.
Analysts recorded one successful rescue operation in response to one KFR incident in January 2026. The victim was held captive for one day prior to their rescue. One kidnapping incident in January resulted in the demise of the victim.
