Communist Insurgency and Terrorism Report – September 2025

PSA recorded 15 New People’s Army (NPA)-related violent incidents in September 2025, similar to the number of reported incidents in the previous month. The recorded violent incidents during the period included armed military clashes and assassinations against suspected military informants and government security forces. These NPA-related attacks were recorded in Southern Luzon (Mimaropa and Bicol Region), Visayas, and Central Mindanao (Soccsksargen).

The NPA-related violent incidents resulted in the deaths of four rebels and five civilians. Meanwhile, one soldier, one rebel, and one civilian incurred injuries from these incidents.

Another NPA-related assassination in the Negros Island region was recorded in September. The incident, which targeted one laborer in Cauayan, Negros Occidental, was the 11th assassination attack that the NPA has claimed responsibility for in the region this year. In August, the Police Regional Office–Negros Island Region announced the formation of special investigation teams to probe alleged NPA-related assassinations across the region. Analysts note that the NPA has claimed responsibility for the killings of civilians whom they accused of being military informants in the areas of Calatrava, Cauayan, E.B. Magalona, Himamaylan City, Manapla, San Carlos City and Toboso in Negros Occidental, and Guihulngan City and Tayasan in Negros Oriental.
