PSA Consultancy recorded seven (7) kidnapping-related incidents involving eight (8) victims in August 2025. Personal dispute related abductions accounted for half of the month’s incidents. Two incidents involved kidnap-for-ransom groups who demanded ransom worth approximately PHP 3 million (USD 52,629.32).

Of the eight (8) kidnap victims reported during the period, four were foreign victims – two Chinese nationals and two South Korean nationals. PSA recorded zero kidnapping incidents targeting a Western national this month.

Geographically, four kidnapping incidents occurred in Metro Manila (three in Parañaque City and one in Quezon City). The remaining incidents occurred in the provinces of Pangasinan, Pampanga, and Lanao del Sur.

Analysts recorded five successful rescues for the month of August in response to three personal dispute-related incidents and two kidnaps-for-ransom. The victims were held captive for less than a day to a day prior to rescue. Meanwhile, one of the kidnapping incidents in August resulted in the demise of the victim.

One kidnap-for-ransom incident recorded in August involved former Chinese POGO workers abducting a Chinese national in Parañaque City. Authorities stated that the suspects’ modus operandi involved luring victims through money exchange transactions. PSA notes that amidst the abolition of the offshore gaming (POGO) sector in December 2024, violent crime incidents involving ethnic Chinese threat actors persist to a relatively lower extent than in previous years. Many of these incidents continue to be premeditated and/or targeted.

The South Korean Embassy also reported the abduction of two South Korean nationals in Clark, Pampanga. Details about the motive of the abduction are limited; however, reports alleged that one of the suspects was an officer of the Philippine Army. Analysts note that the Philippines has a history of kidnapping incidents involving suspected or confirmed government forces. These incidents were typically motivated by ransom or used for political means. Nonetheless, threat actors are also known to use fake police or military uniforms to appear legitimate and make it easier for victims to be abducted.
