PSA Intelligence recorded 16 Communist Insurgency-related violent incidents in June 2025. The death of the chairman of the National Democratic Front of the Philippines (NDFP) might have implications on the peace talks with the Philippine government.
PSA recorded 16 Communist-related violent incidents in June 2025, noting an increase from the eight violent incidents reported in the previous month. Most of these incidents were armed clashes between government troops and New People’s Army (NPA) rebels in Visayas and Mindanao. No NPA-related incidents were recorded in Luzon during the period.
During the period, PSA recorded three assassination incidents of alleged military informants in the province of Negros Occidental. PSA notes that the incidents are not necessarily indicative of the NPA’s increasing capabilities in the Negros Island region. Instead, it suggests that remnants of the rebel group continue to have limited operations against government security forces particularly in Negros Occidental, which is considered a hotspot of rebel activity across different periods and one of the cores of the Communist insurgency movement in the country.
Meanwhile, PSA notes that the death of National Democratic Front of the Philippines (NDFP) chairman Luis Jalandoni alias “Louie” on June 7 might have implications on the peace talks with the Philippine government. Jalandoni, a prominent figure in the Communist insurgency, served as the NDFP’s chief peace negotiator, playing a crucial role in facilitating dialogue between the NPA and the government particularly during the peace talks in 1989 and during the Duterte administration.
While there have not been any significant updates on the peace talks with the Marcos administration, analysts note that Jalandoni’s recent demise will likely bring internal challenges in identifying the successors for both the NPA and NDFP. While analysts do not necessarily see this as a possible factor for the peace talks to break down, PSA analysts have yet to see how both sides adapt and navigate the challenges of leadership transition within the NDFP, all while attempting to seek a resolution to the decades-long conflict.
