In April 2025, PSA Intelligence recorded 19 Communist Insurgency-related violent incidents. An arson attack targeting an agro-industrial facility was reported during the period.
PSA recorded 19 Communist-related violent incidents in April 2025. The majority of these incidents involved armed encounters between New People’s Army (NPA) rebels and government security forces. Analysts note that the slight increase in violent incidents may be attributed to the government’s intensified counterinsurgency campaign, which included a series of coordinated military offensives against NPA rebels. Most of these clashes occurred as troops were conducting security operations in response to reports from locals about the presence of NPA rebels in their community, some of whom were allegedly extorting cash and supplies from the residents.
Meanwhile, an NPA-initiated arson attack targeting an agro-industrial facility was reported in Malitbog, Bukidnon during the period. The rebels reportedly set fire to one milling machine, one building facility, and stocks of cassava chips in a cassava milling facility, resulting in an estimated value of PHP 3 million (USD 52,295) in damages. The NPA disclosed that they carried out a sanction against the businessman who owns the property who was allegedly grabbing land from the Lumads (indigenous peoples) in the village of Silo-o. The incident marks the second NPA arson attack this year, following the arson attack against a construction company in La Libertad town, Negros Oriental in February 2025.
