Kidnapping-Related Incidents – September 2024
In September 2024, PSA Intelligence recorded seven (7) kidnapping incidents.
PSA Consultancy recorded seven (7) kidnapping-related incidents involving fifteen (15) victims in September 2024. One incident was perpetrated by a Kidnap-for-Ransom (KFR) group and involved or demanded ransom worth over PHP 4.91 million (USD 85, 871.98). The rest of the incidents were personal dispute-related abductions.
Of the fifteen kidnap victims reported during the period, ten were foreign victims – eight Chinese nationals, one Malaysian national, and one Vietnamese national. PSA recorded zero kidnapping incidents targeting a Western national this month. Based on the recorded incidents, five incidents happened in Metro Manila (three in Parañaque City, one in Pasay City, and one in Makati City) while the other incidents occurred in the provinces of Cavite and Rizal.
None of the kidnapping incidents resulted in the demise of the victims. One KFR incident involved ethnic Chinese suspects abducting a Malaysian national. The victim’s occupation or affiliations were not disclosed, but PSA analysts note that similar incidents in the past where ethnic Chinese suspects abducted non-Chinese nationals were connected to the offshore gaming industry in one way or another.
Analysts also note the abduction of an elderly woman in Rockwell, Makati City this month. Initial reports point to the likelihood of the abduction being personal dispute-related. PSA is therefore not inclined to conclude that the kidnapping risk in Central Business Districts such as Makati City is increasing.
PSA recorded three successful rescue operations this month in response to two personal dispute-related incidents and one KFR incident. The victims were held by their captors for less than a day to three days prior to their rescue.
