In July 2024, PSA Intelligence recorded six (6) kidnapping incidents.

PSA Consultancy recorded six (6) kidnapping-related incidents involving eleven (11) victims in July 2024. Two incidents were Kidnap-for-Ransom (KFR) and involved or demanded ransom payment worth over PHP 1.7 million (USD 29,669.59).

Of the eleven kidnap victims reported during the period, six were foreign victims – four Indian nationals and two Chinese nationals. PSA recorded zero kidnapping incidents targeting a Western national this month. Based on the recorded incidents, one incident happened in Las Piñas City, while the other incidents occurred in the provinces of Cavite, Laguna, Rizal, and Negros Occidental.

None of the kidnapping incidents resulted in the demise of the victims. Two incidents that occurred this month were debt-related. One incident involved the abduction of four Indian students by fellow Indian nationals, while another was a staged abduction meant to extort money from the victim’s relatives. Meanwhile, one incident involved the abduction of a Chinese national by Chinese and Filipino suspects who posed as agents of the National Bureau of Investigation. The incident was a kidnap-robbery that took place inside a gated community in Cavite province. Analysts note that similar incidents, where ethnic Chinese suspects target highly liquid Chinese victims, have been recorded in the last year. Nonetheless, these incidents appear to be targeted in nature and may stem from personal or business-related disputes.

PSA recorded three successful rescue operations this month. The operations were in response to one personal dispute-related incident and two KFR incidents. The victims were held by their captors for less than a day prior to their rescue.
