PSA prepared this special report to provide businesses and organizations with an overview of the Bangsamoro Autonomous Region in Muslim Mindanao. This report synthesizes the Bangsamoro’s political, security, and economic situation and key developments within these spheres since the region’s creation in 2019.

The economic and security gains stemming from the peace agreement between the Philippine government and the Moro Islamic Liberation Front (MILF) have opened the Bangsamoro region to opportunities that were not as abundant or available in the past. Both the national and regional governments are encouraging businesses and investors to consider engaging with the Bangsamoro, but there is a considerable lack of comprehensive business guides focusing specifically on the region. PSA hopes to fill that gap with this report.

PSA first published its Bangsamoro Investors Guide in 2020. This second edition is more streamlined, focusing on big-picture information without sacrificing details and nuances that made the original Bangsamoro Investors Guide as comprehensive as it was. Updated data, better maps and figures, and PSA’s tried-and-tested expert analyses make this second edition a helpful reference for those interested in doing business in the Bangsamoro.

Another key update in this second edition is the use of the 2023-2028 Bangsamoro Development Plan (BDP) as a primary reference. The BDP, much like the national-level Philippine Development Plan, serves as a guiding framework for policies and programs for the socioeconomic development of the Bangsamoro region. Though the BDP is heavily oriented towards policy creation, PSA recognizes that it is currently the most accessible and most complete resource in terms of data, statistics, and plans of the regional government that may be relevant to the business sector.

PSA emphasizes that this should not be seen as an official report, nor is it meant to supplant existing reports published or commissioned by the national or regional government. The Bangsamoro Investors Guide should then be seen as a reference for the existing investment environment in the Bangsamoro, and not necessarily as a “pitch” to encourage investments into the region. PSA looks into the region’s economic potential while also acknowledging the political and security-related concerns that continue to inform the business environment in the Bangsamoro.
