Ombudsman Orders Filing of Graft, Administrative Charges Against Former Health Secretary Duque, Former Budget Undersecretary Lao

The Office of the Ombudsman recently ordered the filing of graft charges and administrative complaints against former Health Secretary Francisco Duque III and former Budget Undersecretary Lloyd Christopher Lao. The decision, signed by Ombudsman Samuel Martires on May 8 that was disclosed to the public on May 10, tagged both officials in the alleged irregular transfer of over PHP 41 billion (USD 708.6 million) from the Department of Health (DOH) to the – Procurement Service – Department of Budget and Management (PS-DBM) for the procurement of COVID-19 supplies in March 2020. As a result of the said irregular transfer, the Ombudsman’s special panel of investigators also found both officials guilty of grave misconduct and conduct prejudicial to the best interest of service. In a media interview on May 11, former Secretary Duque said that his actions were necessary at the time and that he intends to file a motion for reconsideration.
